Chinese PLA stops Indian Army from patrolling in Ladakh sector Leh/New Delhi: Amid a spate of incursions by China in Ladakh, its troops are also resorting to tactics like preventing Indian Army from patrolling posts in this sector along the border which was well within India's territory.

In what is being described as an aggressive approach by China, the tactics have come to the fore in the wake of yet another incident last week when Indian troops launched its patrol "Tiranga" from Trade Junction area in North of Ladakh for two posts located 14 km up in the higher reaches along the Line of Actual Control(LAC).

The Indian army personnel were stopped by Chinese troops who came mounted on heavy and light vehicles, official sources said on Sunday.

The patrol party was shown a banner that it was Chinese territory and that they cannot proceed to the posts, they said.

The sources said the Chinese troops were aggressive in their approach while stopping the Indian patrol who were at their posts.

These posts are well inside Indian territory, the sources said, adding that from April this year, the patrol for these forward bases were launched 21 times and only twice it could complete its mission.

Chinese have erected an observation post which kept a vigil on movement of Indian troops and as soon as an Indian patrol party is ready to leave, they are intercepted midway and sent back, the sources said, adding the matter would be taken up during the next Border Personnel Meeting (BPM) at Chushul.

In the same North Ladakh sector, there were instances when Chinese military vehicles were spotted in Depsang Bulge and Daulat Beg Oldi(DBO) sector where the two armies had seen a 21-day standoff from April 15 this year.

Indian troops comprising mainly Indo-Tibetan Border Police(ITBP) immediately swung into action and prevented the 'free-run' of Chinese military vehicles in the Indian territory.

In the last BPM meeting held on July 27, India also raised objections to a tower being constructed in the Chinese side on the LAC in Demchok-Fukhche sector. (MORE) PTI

During the meeting with the Chinese side which was led by Colonel Wang Jun Xian, the Indian side said the construction was in violation of Peace and Tranquality Agreement signed between the two countries in 1993.

According to the agreement, no construction work has to be undertaken at the LAC by either country.

The Chinese side claimed that the tower was actually a weather station for the benefit of the people of the area and instead informed the Indian delegation that its Army was engaged in military activities in Fukhche.

The Indian side led by Brigadier Sanjeev Rai told the Chinesse team that PLA troops were regularly entering into the Indian area, sources said.

It gave instances like on July 16 and 19 when the Chinese troops entered 1.2 km deep into Indian territory, on July 17 (2.5 km), on July 20 (aggressive patrol entered 200 metres) and intervening night of July 25-26 (3.5 km).

These incursions mainly happened in Chumar and Demchok areas, located 300 km from Leh.

The sources said that the 'assertive posturing' by the Chinese troops was a worrying trend which had been seen lately after the April 15 faceoff at the DBO sector.

Chumar is the last town after which Himachal Pradesh starts. This area also has the distinction of having a defined International Border with China. This area is not accessible from the Chinese side whereas the Indian side has a road almost to the last point on which the army can carry a load upto nine tonnes.

All Indian units located along the LAC have been asked to maintain a tight vigil in their Area of Responsibilities (AOR) and launch frequent patrols to the higher reaches, the sources said.

Several Community Welfare Service Clinics across Westmeath and the Midlands are to close as part of a ?restructuring? of services.

Minister for Social Protection, Joan Burton, confirmed that clinics in Glasson, Brideswell, Athleague, Finea, Streete, and Ballynacargy are to be closed as of Monday August 12.

These clinics have been identified as smaller clinics where the level of demand for a service is low, and which are within reasonable distance of an alternative clinic.

According to a spokesperson for the Department, if a customer cannot travel to that clinic, he or she can avail of the service by phone, post, or a member of staff can, in exceptional circumstances, make a house call.

The decision was taken to ensure that ?efficient and effective services are provided at local level?, and to make the best use of available resources in the Midlands North division.

Customers from Brideswell and Glasson will be able to avail of the clinic in Athlone, while Finea customers can use clinics in Granard or Longford. Those in Streete can use clinics in Edgeworthstown, while those in Ballynacargy can use the clinic in Mullingar, Ballymahon, or Colehill.

Other clinics in the region to close include Loughlynn, Ballyleague in Roscommon; Ballinalee and Keenagh in Longford; and Smear, Co Leitrim.

Notices will be displayed at each Community Welfare Clinic, local DSP offices, MABS Offices, CICs, and health centres from next week, with details of other available clinics and contact telephone numbers.

Zimbabwe officials: Mugabe wins with 61 percent

HARARE, Zimbabwe (AP) ? Zimbabwe's longtime President Robert Mugabe won 61 percent of the presidential vote, trailed by opposition leader Morgan Tsvangirai at 33 percent, election officials announced Saturday.

Mugabe, 89 and in power for 33 years, has another five-year term in office, according to the results.

Mugabe's party won 158 of the 210 parliament seats, giving it a two-thirds majority in the legislature that enables it to make amendments to the new constitution and existing laws, according to the results announced by the state Election Commission. Tsvangirai's party captured 50 seats and two went to independent candidates.

Tsvangirai earlier Saturday rejected the results as fraudulent and called for fresh elections. He urged a peaceful response to the alleged massive rigging by Mugabe's ZANU-PF party.

Tsvangirai said his Movement for Democratic Change party has in its possession evidence of massive rigging by Mugabe's ZANU-PF party in the just-ended polls and will challenge results from Wednesday's voting.

"People of Zimbabwe must be given another chance to participate in a free, fair and credible election. They have been shortchanged by a predetermined election," he said.

Tsvangirai told a news conference that the outcome of the polls has extended Mugabe's rule which has plunged the nation into economic and political turmoil.

He said Mugabe's victory in the polls has "dashed people's hopes and aspirations."

"There is no celebration, there is national mourning," Tsvangirai said.

He said his party will not "participate in any government institutions" in protest but stopped short of saying it will boycott its reduced seats in the Harare parliament.

Mugabe's loyalist army and police have set up security posts in Harare Saturday, apparently in case there are any protest demonstrations.

"We are rejecting the results because they are fraudulent," Tsvangirai said. "We will go back to our people. Our people are the ones hurting. Our people are disciplined. We don't want a violent resolution to this crisis."

He said a complete audit is needed of the shambolic voters' lists, which was only made available at the time of the election.

Official results have shown large disparities between votes cast for Tsvangirai's party in the violent and disputed polls in 2008 and a higher turnout than at the March referendum when all parties supported a "yes" vote and voters' lists were not used.

Tsvangirai's party lost several seats in its Harare urban strongholds by massive margins compared to their overwhelming votes in 2008.

In one Harare constituency, Tsvangirai's party won with 9,538 votes to 8,190 captured by Mugabe's party. In 2008 the same district voted for the MDC candidate, Tendai Biti, by about 8,300 ballots against Mugabe's 2,500 votes.

"It is ZANU-PF's imagination that they have won this election, they know the truth," Tsvangirai said Saturday. "We have been robbed."

Independent monitors have charged that as many as 750,000 voters were prevented from casting their ballots on Wednesday because of irregularities in voters' lists.

They allege thousands of unregistered voters were allowed to vote.

The continent-wide African Union and regional monitors of the Southern African Development Community, or SADC, have generally endorsed the elections as peaceful, but have expressed misgivings over how voting numbers might have been manipulated and have demanded a full account of voter numbers from the official state election body before passing their final judgment on whether the polls were free, fair and credible.

Observers generally commended actual polling for being free of violence that has dominated campaigning against Tsvangirai in his two previous challenges for the presidency in 2002 and 2008.

Lawyer shocked condemned Ohio killer found dead

CLEVELAND (AP) ? An attorney for a condemned killer found hanged in his Ohio death row cell says the defense is shocked and saddened and had hoped to stop his Wednesday execution.

Attorney Vicki Werneke tells The Associated Press in an email that the defense had no warning that 44-year-old Billy Slagle might commit suicide.

He was found in his cell about 5 a.m. Sunday at the Chillicothe (chihl-ih-KAHTH'-ee) Correctional Institution south of Columbus and was declared dead within the hour.

Prison spokeswoman JoEllen Smith says he was alone and no other inmates are suspected of involvement.

The coroner plans an autopsy Monday.

Slagle was sentenced in 1988 to die for the Cleveland stabbing death of Mari Anne Pope. She was killed while two young children she was watching were in the house.

Saturday's local baseball roundup: Big sixth inning gives Gloucester second victory in Legion Junior state tournament

Gloucester Post 75 surged for five runs in the sixth inning Saturday night to defeat Martinsville Post 42 8-4 and stay alive in the American Legion Junior state tournament at Glen Allen Stadium.

Gloucester, 2-1 with a pair of comeback victories so far in the Richmond-area event, will play Colonial Heights Post 284 at 10 a.m. Sunday in elimination game.

Saturday's victory gained payback for Gloucester, whose defense struggled in a 6-3 defeat to Martinsville Friday in the first round.

The last two unbeaten teams in the eight-team tournament, Winchester Post 21 and West End Post 361 from Henrico County, will play at 12:30 p.m.

The winner of that contest will advance to Monday's championship round, where it will have two opportunities to capture the championship. The Winchester-West End loser will face the Colonial Heights-Gloucester winner at 5 p.m. for a berth in the championship round.

They?re baaack. Sellers of all kinds of outdoor-recreation equipment are back in Salt Lake City, and, as always, they?re not only enticing customers to buy their products, they?re spending money on hotel rooms, meals, coffee, and everything else ? lots of money.

It?s not only the twice-yearly Outdoor Retailer Show and its 27,000 participants that bring a boost to Utah?s economy. The burgeoning outdoor-recreation industry rivals all the extraction of finite minerals and petroleum products as a mainstay of the state?s economic health. And there are no limits to how much steady money outdoor recreation can bring to the Beehive State, unlike the boom-and-bust cycles of carbon-energy production.

Still, Utah elected leaders, nearly all Republicans, have a difficult time embracing the conservation-minded folks who make a living off of and participate in skiing, snowboarding, hiking, mountaineering, backpacking, kayaking, rock climbing, river rafting, camping and mountain biking. It?s just not in their DNA the way oil and gas drilling and the mining of coal and tar sands are.

But that has to change, and perhaps Gov. Gary Herbert?s appointment of Brad Petersen as the nation?s first state outdoor recreation director and adoption of his Outdoor Recreation Vision plan are signs that change is in the air. After a year of tension between state government and the outdoor industry, in which the Legislature demanded Washington turn over federal lands to the state and some Utah officials loudly protested the mention of another national monument in the state, everybody is now speaking nicely to one another.

Whether or not Utah leaders feel a kinship to outdoor retailers and recreationists and the environmental groups that try to protect the public lands they use and value, it behooves the state?s economic development to pay attention to them.

According to a report published by the Outdoor Industry Association in March, outdoor recreation generates $12 billion in spending in Utah. It supports 122,400 jobs, produces $856 million in tax revenue and accounts for about 5 percent of the state?s gross domestic product.

Petersen, a former CEO of an outdoor-gear company, vows to keep the outdoor recreation economy growing, boost outdoor recreation among tourists and locals and facilitate dialogue among industry, recreationists and local government. So far, he?s been communicating, but Herbert?s "vision" also should include action.

Black Diamond Inc.?s Peter Metcalf was more specific: The state should drop lawsuits over roads on public land; quit demanding that federal lands be turned over to the state and support a Greater Canyonlands National Monument.

Now that would be a vision worth pursuing.

Toronto FC president wants a roof over BMO Field in the future

The president of Toronto FC says a roof at BMO Field is one of his long-term goals.

Kevin Payne, who took charge of the MLS franchise prior to this season, says some form of roof is needed to create a sense of drama and enhance game presentation.

But he says the shelter doesn't have to cover the entire stadium or even all the seats.

Payne also wants more night games, saying playing under the lights is more of a theatrical experience.

The TFC president says it's all part of a plan to improve the fan experience.

Britain's Conservatives hire Obama campaign chief in election role

LONDON (Reuters) - Britain's governing Conservative Party has hired U.S. President Barack Obama's former campaign manager as part of its election team ahead of polls due in less than two years, the party said.

Jim Messina, a lifelong Democrat, is the latest appointment by Prime Minister David Cameron in a bid to win the party's first overall majority in over 20 years, against a weak economic backdrop and poor poll ratings.

Currently the chairman of a group that has raised millions of dollars to support Obama's legislative program, Messina is regarded as the mastermind behind the president's comfortable re-election in 2012 through the use of social media and voter information.

Confirming the move, a Conservative Party source told Reuters on Friday that Messina would report to senior Conservatives, including recently hired Australian election strategist Lynton Crosby.

"He will act as a campaign strategy adviser ahead of the next general election," the source said.

Formerly Obama's deputy chief of staff, Messina helped push Congress to overturn a ban on openly gay military personnel serving in the U.S. military.

'LONG ADMIRED'

Messina told the BBC on Friday that his new role would not mean leaving the United States.

"I have long admired Prime Minister Cameron," he said.

"While I will not be moving to London, nor will I be managing any type of day-to-day political operations, I will be offering strategic campaign advice leading up to 2015."

Messina could not immediately be reached for comment by Reuters.

The appointment will be seen as unconventional in some quarters, with Britain's center-right Conservatives traditionally enjoying better relations with more like-minded Republicans.

The Democrats and Britain's left-of-center main opposition Labour Party have tended to share more common ground.

But transatlantic party alignments appear to have shifted in recent years.

Former Labour Prime Minister Tony Blair enjoyed close ties with Republican President George W. Bush over the Iraq war, while Cameron appeared with Obama in the battleground state of Ohio during the president's re-election campaign in 2012.

In contrast to Friday's appointment, the Labour Party lost its election strategist, Tom Watson, in July, leaving the role vacant.

Britain is due to go to the polls by May 2015 after five years of a coalition government, the country's first since World War Two.

Cricket-Pakistan to play South Africa, Sri Lanka in UAE

KARACHI Aug 2 (Reuters) - Pakistan will play back to back "home" series against South Africa and Sri Lanka in the United Arab Emirates starting in October.

The Pakistan Cricket Board said the team would play three tests, five one-day internationals and two Twenty20 matches against the Lankans in December and January.

They will play two tests, five ODIs and two Twenty20 matches against South Africa in October-November.

South Africa and Sri Lanka refused to tour Pakistan because of security concerns.

No test side has visited Pakistan since 2009 when militants attacked the Sri Lankan team in Lahore, killing six Pakistani policemen and a van driver and wounding some players.

Pakistan have since played all their home series at neutral venues, mostly in the UAE.

Pakistan will also play an official T20 match against Afghanistan on Dec. 8. (Editing by Ed Osmond)

Theater News: Denzel Washington and Diahann Carroll Will Star in A Raisin in the Sun on Broadway

Just as TheaterMania predicted yesterday, Denzel Washington and Diahann Carroll will star in an upcoming Broadway production of the Lorraine Hansberry classic A Raisin in the Sun, according to The Associated Press.

The production will begin previews March 8 at the Ethel Barrymore Theatre with an opening night scheduled for April 3. Kenny Leon (Stick Fly) will direct. According to the AP the production will also star Sophie Okonedo (Hotel Rwanda) and Anika Noni Rose (Cat on a Hot Tin Roof).

A Raisin in the Sun was last seen on Broadway in 2004, in a production that was also directed by Leon.

"I feel that most of us like to come back to the theater for multiple reasons ? it is a reminder of what we can do, what we cannot do, and what it is we need to address in terms of holding on to whatever gifts God was kind enough to give us," said Carroll to the AP.

After a brief honeymoon period during which it looked like he might actually win his dream job, Anthony Weiner is tanking in the polls and has almost no chance of getting elected mayor of New York City. (When the latest news stories about you involve your staffer calling a former intern a ?slutbag? and a porn being made of your life, it?s safe to say your political career is in trouble.) Plenty of people will be happy to see him go, mostly because of his habit of sending wiener pics and sexts to women who are not his wife, then lying about it until he gets exposed in every sense of the word. But if he loses the election (or his long-lost sense of dignity spurs him into withdrawing from the race) over the headline-friendly penis photography habit, he?ll have been him cast out for the wrong reasons. Weiner has done many terrible things in his storied political career, and the sexting?and the torrent of lies that has gone with it?doesn?t even scratch the surface. Here are three of the most glaring reasons we should be glad he (probably) won?t get the chance to reach higher office:
