And so there was widespread disappointment when Davis lost the Academy Award to Meryl Streep on Sunday night. Still, ambivalence tinged the reaction: Besides regret that the ranks of black Oscar winners remained small, many felt relief that a role viewed as stereotypical was not honored.
"Oohhhhhhhnnnnnnooooooooooooooo," wailed Robinne Lee on Twitter.
Lee, a black actress who has appeared in films such as "Seven Pounds" and "Hotel for Dogs," said in an interview that Streep embodies excellence and deserved to win. "But Viola had so much hype this year, and there was so much excitement, and it conjured up so much controversy in the black community about this role . so (the loss) was disappointing."
Yet Lee felt a mix of emotions, since she is eager to see more diverse movie casts in a wider variety of roles. Adding to the conundrum was the best supporting actress victory of Octavia Spencer, who played another maid in "The Help."
Prior to Sunday, only 13 black actors had won Hollywood's highest honor in the Oscars' 84-year history. Only Halle Berry had been chosen best actress, for playing a wounded soul who finds solace in the arms of a white man in "Monster's Ball."
In 1940, Hattie McDaniel became the first African-American to win an Oscar, for a supporting role as a maid called Mammy in the Dixie-glorifying "Gone With the Wind." Since then, a high percentage of black Oscar nominees and winners have played characters such as slaves, African despots, welfare recipients, dysfunctional mothers, drug-addicted musicians or drug-dealing cops.
With Spencer's award, maid roles are responsible for two of the six Oscars won by black actresses. Streep, meanwhile, earned the third Oscar of her transcendent career for playing former British Prime Minister Margaret Thatcher.
Which made Lee wonder: "How inspiring would it be if we could be nominated in roles where we are playing kings, queens, politicians, writers, artists, dancers . we could soar."
The debate over "The Help" made Hollywood's racial issues a recurring theme of Oscar night.
During a skit about what actors were thinking, host Billy Crystal imagined this for Davis: "I want to thank my writer and director for creating the role of a strong black woman that wasn't played by Tyler Perry." He also quipped: "When I came out of 'The Help' I wanted to hug the first black woman that I saw, which from Beverly Hills is a 45-minute drive."
Presenting an animation award, Chris Rock said the voice genre allowed fat women to play skinny or a wimp to play a gladiator. "And if you're a black man, you can play a donkey or a zebra. You can't play white, oh my God!"
Rock's observation resonated with Monika Brooks, a diversity consultant and self-described "movie dork."
"The problem is not that Davis played a maid," she said. "The problem is there's not more black people in really good roles."
Few, if any, black Hollywood executives have the power to "green-light" a film for production. Of the 5,765 people who vote on the Oscars, nearly 94 percent are white and 77 percent are male, according to a new Los Angeles Times study. The median voter age is 62.
That's why Brooks was not surprised by "The Help" being made or crestfallen when Davis didn't win: "Whoever writes the checks writes the rules."
As the Oscars approached, "The Help" was lambasted in some quarters of the black community. Many perceived it as another instance of black characters being "saved" by whites, or of serving only as vehicles to improve and enlighten white lives.
"Think of Will Smith in 'The Legend of Bagger Vance,' Michael Clarke Duncan in 'The Green Mile,' Anthony Mackie in 'The Adjustment Bureau' and Sir Laurence Fishburne's Morpheus in 'The Matrix,'" said Tour?, the cultural commentator who uses just one name, writing in Time.
Wrote the screenwriter and author James McBride: "It's the same old story: Nothing in this world happens unless white folks says it happens."
Watching "The Help" was torture for Tour?. But as a black man, he was disappointed that Davis lost.
"I hated the film but respect Viola's immense talent," he said in an interview. "I wanted her to get recognition for her talent and to get the power that comes with winning."
The Oakland activist and journalist Davey D said it seemed like a contradiction for critics to slam the film but support Davis and Spencer.
"Y'all should be happy the maid flick didn't win," he tweeted. It was nominated for best picture, but lost to "The Artist."
"The fear was Viola winning or 'The Help' winning would've validated keeping alive an image that many black folks found stereotypical, inaccurate and overall problematic," he said in an interview. "A win was seen as a setback."
Not for Barbara Young, who has worked for 17 years as a domestic worker and is an organizer for the National Domestic Workers Alliance. Watching the film, Young cried when Davis' character was separated from a white child ? she had endured several such partings in real life.
Young traveled from New York to Los Angeles for an Oscar viewing party organized by the National Domestic Workers Alliance. When Streep's name was called instead of Davis', the room of 50 people let out a huge groan.
"It was a very sad situation in that room," said Young, an immigrant from Barbados. "I was disappointed, but I was very grateful to the producers of the movie for bringing domestic work to the forefront."
She saw a simple reason for the criticism of the maid role: "It's not recognized as real work."

Prior to her appointment to the chair of the Federal Inland Revenue Service (FIRS) in 2004, Nigeria had no broad vision guiding tax policy and administration. What obtained were sundry processes and structures to formulate strategies for tax administration.
The structures and processes were mainly derived from common laws, directives from the supervising ministry of finance, tax treaties that Nigeria signed with other nations and international conventions and administrative processes that are haphazardly put in place.
This situation often gave rise to disagreements among federal, states and local governments and between revenue collection agencies. The disagreement often bordered on the nature, scope and fairness of tax revenue collections and its sharing by Federal Accounts Allocation Committee (FAAC).
However, with the coming on board of Mrs. Ifueko Omoigui-Okauru, all these changed.
Omoigui-Okauru who came with high recommendations to the Chair of the Federal Board of Inland Revenue (FBIR) ? the organization that oversees the work of Federal Inland Revenue Service (FIRS) ? which she also heads, initiated the boldest tax reforms Nigeria ever had and secured the now famous National Tax Policy.
With a first-class honours degree in Accounting and a Master of Science Degree in Management Science, a distinguished professional experience in accounting and management consulting, from world-class change management firms, she was expected, upon arrival, to drive the tax reforms that the then Olusegun Obasanjo administration was trying to get off the ground through her predecessor, another very resources technocrat, Mr Balama Manu.
Omoigui-Okauru?s destination points, as the first female Executive Chairman of the FIRS and Chairman of the Joint Tax Board (JTB), so also her persona were common knowledge. Everyone knew, for instance, that while the rest of the world depended on tax as the major source of income for national development, Nigeria continued to depend on oil which prices and production are volatile and unstable. Tax revenue continues to place a poor second behind oil earnings, what little tax was garnered also depended highly on one form of tax ? Petroleum Profits Tax ? that is tied to crude oil production.
In particular, petroleum profit tax consistently contributed over 70 percent of annual tax harvests in the FIRS. Value Added Tax (VAT) ? an indirect tax on Nigerian consumers follows this. This trend persisted since the reforms began.
The FIRS that Mrs. Omoigui-Okauru met in 2004 was indeed a troubled tax agency with so many problems working against effective tax administration.
Incidences of massive tax leakages and wide scale corruption were common, the outcome of alleged collusion between taxpayers and tax administrators.
Unfortunately, the system failed to prosecute corporate tax offenders, including those who owed assessed taxes for years and those who would not pay. Powerful -individuals, multinational corporations, international oil prospecting companies, and local business moguls also contributed to shrinking tax revenue by actively seeking and obtaining concessions, exemptions, and waivers from succeeding governments.
On assumption of office, Mrs. Omoigui-Okauru immediately set about the task of developing a strategy to deal with the problems and to rebrand FIRS for ?professionalism, integrity, and efficiency.?
Her objectives were to clarify the mission and goals as well as values and structure of the organization, stop leakages and corruption, secure funding to pull the agency out of the mainstream civil service pay structure and make it operationally autonomous and build the institution and its human resource. After securing her flanks, she quickly moved to prosecute tax offenders, expand the tax net, and limit the unbridled exemptions and waivers being granted by the executive. Her critical targets were to influence the adoption of a tax policy for Nigeria, amend the tax laws, and obtain greater autonomy and better funding for FIRS. She accomplished all these.
Omoigui-Okauru?s administration has so far spearheaded comprehensive tax reforms that span tax policy, legislation and administration. To date, she has facilitated; the approval of the National Tax Policy by both the Federal Executive Council and the National Economic Council, the drafting of a comprehensive legal framework and the passage of five Acts namely: FIRS (Establishment) Act 2007, Value Added Tax (Amendment) Act 2007, Companies Income Tax (Amendment) Act 2007, National Automotive Council (Amendment) Act 2007 and Personal Income Tax (Amendment) Act 2011.
Three of the most recent major projects currently being undertaken include: re-launching of the self assessment approach to tax administration towards entrenching a more compliant tax system; the implementation of the Unique Tax Payer Identification Number project in collaboration with the State Revenue Authorities under the auspices of the Joint Tax Board, and the Integrated Tax Administration System (ITAS) Project to automate tax administration throughout the Service.
On her assumption of duty, the first place that felt her impact was the staff. In an attempt to unravel the causes of corruption in tax offices, she came to the conclusion that poverty and fear of the unknown, more than greed, drove the unethical issues. She saw that staff of the agency collected billions of naira for the government each year, but were poorly remunerated. Apart from pursuing funding and autonomy strategies, she set about reorganizing the organizational structure and internal control mechanism, training and persuading people to change their attitude. She equally set up a whistle-blower unit, which collected information anonymously to investigate wrongdoing. Security agencies were co-opted for this exercise.
Although she strictly and firmly implemented a zero-tolerance for corruption, she recognized that the staff needed financial motivation to drive the tax harvest. From the onset, she single-mindedly pursued the twin issues of funding autonomy and freeing the agency from core civil service structure. She then launched initiatives to make it easy for taxpayers to comply with tax payments without being coerced.
The FIRS that Ms Omoigui met on ground was an exclusive, opaque organization, where good corporate governance was held at bay. The organization had for sometime fended for itself by dutifully understating its earning potentials, and then over-shooting its assigned targets in order to earn annual bonus. At the same time, many of the field officers were accused of collaborating with taxpayers to promote under-assessments, ostensibly to derive benefits from their appreciative ?customers.?
Ms. Omoigui read the riot act on assumption of duty from day one. First, she initiated a new ethical code, which charges a tax officer to avoid tarnishing the image of the Service through dishonesty and impartiality in the interpretation of tax laws. Tax officers were warned to desist from colluding with taxpayers to defraud or reduce tax obligations, and to stoutly refuse gratification in any form. The Code also enjoins the tax official to be professional and diligent, and to educate and encourage taxpayers to pay promptly and correctly.
Impressed with the speed and passion with which she set about her task, the Federal Government, under President Obasanjo, came to her rescue by allowing the FIRS to keep four percent of non-oil taxes as cost of collection. In addition, the World Bank also committed $8 million to the reform efforts for the engagement of consultants.
There were clear cases of fraud, conversion, and diversions of tax revenue among big and multinational corporations. Government agencies were not left out of the fraud, engaging in large-scale non-remittance of tax arrears. There were unresolved issues of N4.16 billion from state governments, N2.3 billion from local governments, N14 billion from federal agencies, as well as $851 million and N1.2 billion petroleum profits tax that was owed to the agency. She went after the cheats.
For the rest of the good corporate citizens, she provided convenience, making it easy for them to pay. First, she abolished offices that were set up to service the different tax types, and in its place, installed integrated, one-stop offices from where a taxpayer would initiate and conclude all tax transactions. She opened the organization to the public, creating conducive tax environments, and inviting the public to forward feedback on how they were treated in tax offices. She also signed on to a nationwide enlightenment campaign that highlighted the virtues of paying taxes. She then isolated big corporate taxpayers to be serviced by a core group of officers while another department oversees the collection of small taxes.
Her final strategy to check leakages was to automate tax collection. The system, which took off in 2006, enabled taxpayers to walk into a bank and obtain instant electronic tickets for tax payments, while the FIRS desk and operation officers would have a single view of all taxpayers and all tax payments across the country from their desktop computers. Taxes paid in the banks are electronically captured and immediately swept into FIRS accounts at four pre-selected lead banks, and then to the Central Bank. This provides security for tax monies generated.
Her major task was to significantly improve tax contribution to total revenue while, at the same time, ensuring that she takes FIRS to the point where Nigeria can significantly count on annual harvests from non-oil taxes in the equation. She succeeded to a greater degree. By 2007, tax contributed 45 per cent of federal revenue, a record harvest. She started the trend by ensuring that at the end of 2004, the year that she succeeded Mr. Manu, the target had shot up to meet and surpass the N1 trillion mark.
FIRS collection under her leadership grew astronomically from slightly below N1.2 trillion (about $7.9bn) when she came to office to over N4.2 trillion (over $28bn) in 2011 (almost four times the collection figure of 2004).
This excellent and record performance in addition to the reforms introduced have placed FIRS in an enviable position and earned the Service excellent recognition by way of several corporate awards.
In her personal capacity, she has received numerous awards amongst which are, Member Of the Order of Niger (MON), Member of the Federal Republic (MFR), the Zik Prize Award in Leadership and an Honorary Doctor of Science Degree. She is enlisted as a member of the Women Hall of Fame, National Women Development Centre, Abuja. She also is an active member of the Nigeria Economic Summit Group and the National Economic Management Team (NEMT). She is also a member of the United Nations Committee of Experts on International Cooperation on Tax Matters amongst other international bodies.

Joint committee approves initial funding period for 11 projects

While most of the programmes funded by the Deutsche Forschungsgemeinschaft (DFG, German Research Foundation) focus on scientific projects, the DFG's "Gertezentren Core Facilities" initiative was developed to improve research frameworks. Many German universities and research institutions have outstanding and often unique scientific instrumentation and research infrastructure. Access to these advanced technologies plays an important role in many branches of science. However, establishing instrumentation centres and networks for shared use often fails due to extensive structuring processes. A call for funding proposals issued by the DFG in March 2011 sought to address this issue by providing support to pilot projects dedicated to professionalising the use and management of infrastructure at suitable facilities.
The initiative, which provides successful projects with funding for a three-year period, attracted more than 120 inquiries and 57 funding proposals, confirming a widespread interest in the development of capacities in this area. In addition to descriptions of their planned activities and measures to strengthen links between instrumentation centres and the scientific community, universities applying for funding were required to show that the DFG's support would also be used to create sustainable infrastructure.
Eleven projects were selected in the multi-tiered review process, and each will receive a total of 450,000 euros over the next three years. The "Good Manufacturing Practice Facility" in Dresden is a centre for cutting-edge technology in the field of regenerative therapy, while the "NeuroImaging Core Facility" in Magdeburg specialises in medical imaging technology for neuro-scientific research. Three other projects are based in the field of optical imaging: "JIMI" a network for intravital microscopy based in Berlin and Jena, the "Biopolis Dresden Imaging Platform", and a nationwide network for microscopy and imaging "German BioImaging" which will be coordinated from Constance and Freiburg.
Another nationwide network, specialising in NMR spectroscopy, is coordinated by researchers in Frankfurt and Munich. The "Quantitative Biology Center Tbingen (QBiC)" combines a range of "omics" technologies with expertise in the field of bioinformatics. In Berlin, the "BioSupraMol" instrumentation centre and competence network specialises in chemical analysis for supramolecular chemistry. Targeted analyses are also the focal point at the "Mnster Isotope Research Center", which has an extensive range of facilities for geoscientific research. The last two projects are in the fields of materials science and structural physics: the "Ernst Ruska-Centre (ER-C)" in Aachen/Jlich, which manages a collection of unique electron-microscopy technologies; and the "Center for Nanoanalysis and Electron Microscopy (CENEM)" in Erlangen, which specialises in nano-characterisation with electrons, x-rays and scanning probe microscopy.
The DFG hopes that the initiative and its funded measures will serve as a signal to universities, providing impetus for enhancing structures with regard to infrastructure resources. The responsibility for implementing these measures will continue to lie with the universities and research institutions. "Universities are rethinking their approaches on how to manage and utilise their instrumentation infrastructure. The response to the DFG's call for funding proposals demonstrates the need for support in this area," emphasised DFG President Matthias Kleiner following the announcement of the funding decision at a session of the DFG's Joint Committee. The DFG now plans to issue another call for funding proposals in this area later this year.

In Washington we?re known for our crisp apples, towering Mt. Rainier, even fabled Sasquatch, but perhaps our hottest local commodity creating a global buzz is our burgeoning wine industry. According to Wine Spectator Magazine, 47% of wines coming out of Washington are rated 90 points and above? a much higher percentage than most of the wine producing regions in the world. An iPhone, an inconspicuous dental retainer, and a pierced tongue may soon be all that's required to drive around a wheelchair or control a computer mouse, according to new research.
The breakthrough is aimed at improving life for people afflicted with high-level spinal cord injuries and is considered a major upgrade to the so-called Tongue Drive system?under development at the Georgia Institute of Technology.
The custom-molded dental retainer contains magnetic field sensors mounted on its four corners that detect the movement of a tiny magnet attached to the user's tongue. The system can interpret seven different tongue moves to drive a wheelchair or surf the Web.
In earlier versions of the system, the sensors that track the movement of the magnet were mounted on a headset worm by the user. Whenever the headset shifted, the whole system needed to be recalibrated.
"Because the dental appliance is worn inside the mouth and molded from dental impressions to fit tightly around an individual's teeth with clasps, it is protected from these types of disturbances,"?Maysam Ghovanloo, a Georgia Tech engineer, explained in a news release.
Signals from the retainer are transmitted to an iPhone or iPod containing software that interprets the user's tongue commands by determining the position of the magnet. The Apple gadget is attached to the wheelchair using a custom interface.?
Preliminary tests indicate an increased sensitivity in the new system that may open the door for additional commands.?
The team has recruited 11 individuals with high-level spinal injuries to test drive the system. Each had their tongue pierced and were given a tongue stud that has a tiny magnet embedded in the upper ball. So far, it appears worthwhile.
"Users have been able to learn to use the system, move the computer cursor quicker and with more accuracy, and maneuver through the obstacle course faster and with fewer collisions," Ghovanloo said.
In addition to funding by the Christopher and Dana Reeve Foundation, the research is supported by the National Institutes of Health and National Science Foundation.
Other research groups are skipping the tongue and moving straight to tapping brain waves to control robotic arms and drive cars.

A number of laws restrict or prohibit carrying concealed weapons, such as cane swords, switchblades, pen knives, and even lipstick case knives, but openly carrying a sword or stick is not expressly prohibited.
It is a misdemeanor to carry a deadly weapon with intent to assault. California Penal Code ? 17500. It seems likely that a sturdy wooden sword could be considered a deadly weapon, even if it is not sharp. A ?deadly weapon? is anything likely to produce death or great bodily injury. Even things like pencils and forks have been found to be deadly weapons in certain circumstances. See People v. Page, 123 Cal. App. 4th 1466 (2004); People v. Moran, 33 Cal.App.3d 724 (1973).
There are twenty-six items specifically defined as ?generally prohibited weapons? in California. California Penal Code ? 16590. Common characteristics for classification in this category seem to be concealable weapons (cane swords and shobi-zue, cane guns, concealed dirks or daggers) and trendy weapons (nunchakas, shuriken, and the surprising lipstick case knife). Neither swords nor wooden sticks or batons are expressly covered, but a ?dirk or dagger? is defined as ?a knife or other instrument with or without a handguard that is capable of ready use as a stabbing weapon that may inflict great bodily injury or death.? California Penal Code ? 16590. It is therefore possible, depending on the size and build of the wooden sword in question, that, if concealed, it might be prohibited under California Penal Code ? 16590. If the wooden sword were being used in a ?motion picture, television, or video production or entertainment event,? however, it might be exempt under California Penal Code ? 17720.
So, under California state law, it appears there is no restriction on simply carrying a wooden sword. Your city or county may have such restrictions, however, so you may wish to check those codes for limitations on carrying such weapons. For instance, Sacramento?s City Code prohibits carrying concealed ?dangerous or deadly weapons? while loitering or fighting, and prohibits transporting such weapons by car, except for ?for uses of honest work, trade or business or for the purpose of legitimate sport or recreation.? The City Code defines ?dangerous or deadly weapons? to include ?any cutting, stabbing or bludgeoning weapon or device capable of inflicting grievous bodily harm,? so that would almost certainly include a wooden sword. Sacramento City Code ? 9.32.010-9.32.050.
The law regarding bringing or possessing weapons on school grounds is stricter, of course. California Penal Code ? 626.10 prohibits anyone except a duly appointed peace officer or someone summoned by and assisting the officer in preserving the peace from bringing or possessing on school grounds ?any dirk, dagger, ice pick, knife having a blade longer than 2 1/2 inches, folding knife with a blade that locks into place, razor with an unguarded blade,? etc. The item need not be concealed to fall under this restriction, and no intent to assault is required. There are exceptions for food preparation or consumption, any lawful purpose within the scope of a person's employment, and items brought at the direction of a faculty member for a school-sponsored activity or class. As in the ?generally prohibited weapons? Penal Code section mentioned above, ?dirk or dagger? means ?a knife or other instrument with or without a handguard that is capable of ready use as a stabbing weapon that may inflict great bodily injury or death.? So, it is possible that, depending on the size and build of the wooden sword in question, it might be prohibited under the ?bringing or possessing weapons on school grounds? Penal Code section.
